How about eliminating the system entirely? Whoever thought that paying provinces to stay economic basket cases would be a smart idea deserves a smack. Paying people/provinces to make silly decisions just leads to lots of silly decisions. Making them bear the cost of their foolish choices will almost inevitably lead to better choices in the future.
