Winnipeg Mayor Sam Katz faced one of his toughest battles since he was elected just over a year ago. Contracting out the remainder of the city's garbage collection services passed through city council with a slim 9-7 vote, but to his credit, Mayor Katz stuck to his guns to get the job done.
